How to prepare a compliant tender response
Many bids are lost before anyone reads the proposal. A missing form, an expired certificate or an unsigned declaration can disqualify a strong submission. Compliance is the entry ticket, so treat it as its own workstream.
Start with the documents, not the proposal
Read the tender document twice. First for the work, then for every requirement, form, certificate and deadline. Build a simple checklist with one line per item, an owner and a due date. Mark which items are mandatory and which are scored.
The usual compliance items
- Company registration documents and proof of your directors.
- Registration on the Central Supplier Database, where the buyer requires it.
- A valid tax compliance status.
- A valid B-BBEE certificate or sworn affidavit, as the tender asks.
- Signed declarations, such as declaration of interest and certificates of independent bid determination.
- Proof of any industry registration or grading the tender names.
- Proof of relevant experience, such as reference letters.
Every tender differs, so use the list in the document in front of you rather than a template from the last one.
Check dates and validity early
Certificates and tax status expire. Check each one against the closing date, not today's date, and start renewals as soon as you see a gap. Some processes take weeks.
Answer what was asked
Use the headings and order the buyer uses. Evaluators work through a scoring sheet, and an answer they cannot find may as well not exist. Be specific about your approach, people, timeline and relevant past work. Keep claims you can back up with evidence.
Submit with room to spare
- Do a final read against the checklist the day before.
- Ask someone who did not write the bid to check it.
- Confirm the delivery method, the address or portal, and any compulsory briefing.
- Submit early. Portals and couriers fail on closing day.
Keep your records ready
Keep a current folder of your standard compliance documents with expiry dates noted. When the next tender appears, you will be starting from a prepared file, and your team can spend its time on the part that wins the work: a clear, credible answer to the buyer's problem.
